Notice of Race

INTERCOLLEGIATE SAILING ASSOCIATION
The 43rd Annual Atlantic Coast Dinghy Championship
& the Fiske, Harriman, Sleigh Trophy
Hosted by Boston University, Harvard University and the Massachusetts Institute of Technology Notice of Race combined with Sailing Instructions

1. RULES- This regatta will be governed by the Racing Rules of Sailing, and these Sailing Instructions. The organizing authority is the Intercollegiate Sailing Association in conjunction with hosts Harvard, Boston University and, MIT.

APPENDIX T-1 PENALTIES AT THE TIME OF THE INCIDENT

The first two sentences of rule 44.1 are changed to: ‘A boat may take a One-Turn Penalty when she may have broken a rule of Part 2 or rule 31 while racing. However, when she may have broken a rule of Part 2 while in the zone around a mark other than a starting mark, her penalty shall be a Two-Turns Penalty.

APPENDIX P IMMEDIATE PENALTIES FOR BREAKING RRS 42 shall be in effect, as modified by PR 32.

2. NOTICES TO COMPETITORS- Notices to competitors will be posted on the official notice board located west of the lobby area as well as on tech score.

3. CHANGES TO THE SAILING INSTRUCTIONS- Any Change to the Sailing Instructions will be posted 10 minutes prior to the boat rotation for the races it will effect. Any schedule change will be posted by 1500 on the day before it takes effect.

4. SCHEDULE- Eighteen races per Division are scheduled, of which three (3) races per Division shall be required to constitute a series.

5. Format- Racing for two Divisions will be held concurrently on the same course. The regatta format will be a single round robin with boat rotations every other race.

A Division shall sail in MIT FJs on Saturday. A Division shall sail in BU FJs on Sunday.

B Division shall sail in BU FJs on Saturday. B Division shall sail in MIT FJs on Sunday.

10. PROTESTS- Protests shall comply with the ICSA Procedural Rules. Protest forms are available in the

RACING AREA-The racing area will be the Lower Charles River Basin.

ROTATION- The rotation of boats will be in accordance with the rotation available on tech score. Competitors may only pull up boats on the dock during the rotation period with the permission of the race committee. Please ease the vang and bail your boat dry before returning to dock.

COURSES and MARKS- The courses are illustrated on the APPENDIX to these Sailing Instructions. Courses will be announced verbally by the Race Committee Signal Boat at or before the warning signal. The Division in MIT FJs shall sail an outer trap and the Division in BU FJs shall sail an inner trap consistently throughout the entire regatta.

STARTING AND FINISHING LINES; STARTING SYSTEM- Races will be started in accordance with PR 18. The starting line will be between a staff on the Race Committee Signal Boat and the water's edge (course side) of the starting mark. The starting pin shall be the farther away pink ball. The finishing line shall be between the two green balls at the base of the outer trap course. On a ‘PLUS’ course with an additional leg, the finish line shall be between two yellow balls. Prep flags are used to supplement the sound starting system as a courtesy only. Either a prep flag or an I flag shall be displayed at 2 minutes and removed at 1 minute before each start signal.

Protests shall be filed within 15 minutes of reaching the shore after any postponement, lunch break or at the end of sailing for the day. This changes PR 30. Hearings will be held as soon as possible.

11. BOATS - The standing rigging may be adjusted when not racing in an MIT FJ only. This modifies CR 6.5.1 of the Collegiate Dinghy Class Rules. A nominal Sta-Master position is 4.5.

12. CLEAN-UP & SPECTATORS- At the conclusion of sailing, please tie down hulls after pulling boats up so that the sidestays are adjacent to the towers on the boat bunkers. All gear bags should be kept away from Bay 1 (west end) throughout the event. This regatta will be a great opportunity for family and friends to come see the sailing so, please feel free to encourage them to show up.

13. COACHING - ICSA PR 19 will apply, and all Coaches shall remain ashore.

14. ICSA REPRESENTATIVE- the Race Committee shall appoint a Representative who shall assist in ensuring the quality and fairness of the competition. This representative shall act as a liaison between the teams in attendance and the Race Committee Chairs. The rep for this event is:_____________________________________.

JURY- Jeff Dusek, Sam Madden, and David Larson will be the jury.

RACE COMMITTEE- Mike O’Connor and Franny Charles shall be co-chairs of the RC.
